They were included with Apache. I just installed Apache 2.2, and inside
"C:\Program Files (x86)\Apache Software Foundation\Apache2.2\lib" I found:
apr-1.lib (1.3 MB, I assume a static build)
aprutil-1.lib (1.4 MB, I assume a static build)
libapr-1.lib (99 KB, I used this one for my windows tests)
libaprutil-1.lib (68 KB)
libhttpd.lib (103 KB)
So, everything was there, I didn't had to build anything.

Unfortunately, there is no windows download for 2.4. And If we are to
target windows users, we have to stick with what is available.
We should gently put some pressure on the people at ASF: Apache 2.4 is
the current stable version and it was released back in April.
And how do we do that?
I could create a 'threaded-mpm' branch where we can work and put our
patches at will. Just let me know and it will be done in minutes.
This is a great idea. I have never used branches, but we want to keep
the experimental stuff separate...
If you got the code from the svn repo you should be able to produce
one or more patches using the 'svn diff' command.
I have submitted a patch, I hope you got the e-mail (as I have also
included the binaries).
