I tried to reproduce the issue from various NLNOG RING nodes on the US
west coast, with different paths to our network in Amsterdam. I was not
able to reproduce the sub-megabit speeds you report. I tried this at
9:00 UTC this morning and just now (16:00 UTC), to rule out time-of-day
based congestion.
