hi, there is two version of ring for windows, the one on the store uses the UWP API so, it's only avaible on the store. There is no binary for this version on https://dl.ring.cx.
The version avaible on https://dl.ring.cx use the win32 api, since your computer is 64bit, you can download ring-windows-nightly-x64.exe. Otherwise, if your computer was 32bits you should have downloaded rig-windows-nigtlhy.exe. you can also get the source code for any version of ring and compile by yourself. for the UWP, the project is kind new and we are currently working to make it compile by anybody easier.
