[java] update Netty up to 4.1.131.Final version
This is to pick up numerous fixes, improving interoperability with
BouncyCastle security providers and to address a bunch of CVEs.
The CVEs addressed aren't related to the functionality that Kudu uses,
but it's nice to have those fixed to please security scanners.
