IMPALA-14073: Retry when invalidate preempts EP
New ALTER TABLE RENAME testing in IMPALA-13631 exposed a latent issue
that appears to be a race between "invalidate metadata" and the event
processor that can result in an inconsistent state for subsequent
operations.
Retries eventually succeed, so for now address the test instability by
retrying on relevant catalog failures.
Testing: ran test_concurrent_ddls a couple hundred times without and
with this change.
