I will see to come up with some example of such a need, and then would play around to see what is needed, by using what I find in https://invent.kde.org/ sysadmin/release-tools. Should come up with a related phabricator task to develop this into a solution. Ideally that should also yield some documentation which then could be used by people who need an emergency release.
