Ketika saya masih jadi asdep di Kementerian PAN 5 thn yg lalu, saya sudah 
pernah membuat evaluasi terhadap keberadaan dan kecenderungan pembentukan 
komisi di Indonesia. 
Jenis komisi yg ada sangat beragam, ada yg dibentuk dg UU, PP, Kepres dan 
Kepmen. Pembentukan komisi lebih banyak dilatar belakangi oleh ketidak 
percayaan pd lembaga pemerintah. Ada persepsi bahwa PNS tdk profesional dan 
korup sementara itu non PNS lebih profesional dan tdk korup (tidak sepenuhnya 
benar sih).

Kita tdk punya grand design sistem administrasi negara yg mau kita bangun. Jadi 
tdk ada acuan dlm pembentukan lembaga. Akhirnya banyak komisi yg tugasnya 
tumpang tindih dg tugas departemen/LPND dan ini menimbulkan ketidak efisienan.

Masing2 komisi merasa mereka paling penting dan paling profesional sehingga 
menuntut remunerasi yg tinggi dan bahkan lebih tinggi dr gaji menteri. Bahkan 
anggota sekretariat komisi pun menuntut imbalan yg sangAt tinggi, walaupun 
banyak juga yg kurang qualified. Bahkan ada seseorang staf travel biro yg masih 
muda yang langsung diangkat jadi kabag umum oleh pamannya yg ketua komisi.

Jabatan komisi sering digunakan untuk menampung orang2 yg dianggap berjasa kpd 
fihak2 tertentu. 

Melihat kondisi yg seperti tersebut di atas, memang sudah sangat perlu adanya 
penataan dan pembatasan dlm pembentukan komisi.

Wah, padahal ada  yg penngen ada komisi independen penataan ruang nasional.

Commissions need downsizing: Officials

The government needs to trim the number of its national commissions, especially 
those that have lost their function, mostly acting as auxiliaries to major 
government institutions, officials say.

Justice and Human Rights Minister Patrialis Akbar said he supported the 
evaluation of commissions to increase government efficiency.

“It is time to restructure and reconstruct the number of commissions,” 
Patrialis 
said.

Indonesia has dozens of national commissions, some are prominent such as the 
Corruption Eradication Commission, some are more obscure such as the National 
Commission on Innovation.

He said the lack of credibility and independence of existing government 
institutions, marked by the high amount of corruption, sparked the creation of 
such commissions.

“More specifically, government commissions existed to deal with a problem or 
special task that no government institution handled or because an institution 
exists but its work is far from satisfactory,” he said Thursday.

The high number of commissions has caused an overlap in duty and authority with 
other commissions as well as government institutions, he added. “The state also 
suffers budgetary inefficiency due to increased pressure on the state budget.”

Constitutional Court judge Harjono supported decreasing the number of 
commissions since the Constitution did not stipulate the need for many. He 
added 
that the work handled by certain commissions could be shifted to respective 
departments in the government.

For example, he said, the bird flu commission could shift its duties to the 
department of health since the prevention and eradication of bird flu was the 
department’s responsibility.
