Ketika saya masih jadi asdep di Kementerian PAN 5 thn yg lalu, saya sudah pernah membuat evaluasi terhadap keberadaan dan kecenderungan pembentukan komisi di Indonesia. Jenis komisi yg ada sangat beragam, ada yg dibentuk dg UU, PP, Kepres dan Kepmen. Pembentukan komisi lebih banyak dilatar belakangi oleh ketidak percayaan pd lembaga pemerintah. Ada persepsi bahwa PNS tdk profesional dan korup sementara itu non PNS lebih profesional dan tdk korup (tidak sepenuhnya benar sih).
Kita tdk punya grand design sistem administrasi negara yg mau kita bangun. Jadi tdk ada acuan dlm pembentukan lembaga. Akhirnya banyak komisi yg tugasnya tumpang tindih dg tugas departemen/LPND dan ini menimbulkan ketidak efisienan. Masing2 komisi merasa mereka paling penting dan paling profesional sehingga menuntut remunerasi yg tinggi dan bahkan lebih tinggi dr gaji menteri. Bahkan anggota sekretariat komisi pun menuntut imbalan yg sangAt tinggi, walaupun banyak juga yg kurang qualified. Bahkan ada seseorang staf travel biro yg masih muda yang langsung diangkat jadi kabag umum oleh pamannya yg ketua komisi. Jabatan komisi sering digunakan untuk menampung orang2 yg dianggap berjasa kpd fihak2 tertentu. Melihat kondisi yg seperti tersebut di atas, memang sudah sangat perlu adanya penataan dan pembatasan dlm pembentukan komisi.
