I think he's referring to the line that says:

# chkconfig: 2345 80 30

...which tells chkconfig what runlevels to put the init in, and what the startup and shutdown order is. Once the init is added, there probably isn't a need to change them, but if it hasn't been added yet, I can see why he suggests changing those values.
