Have you tried Dia? http://www.lysator.liu.se/~alla/dia/ I haven't used it for network drawing, but it's pretty good software for schematics drawing in general. It also has build-in network icon to be included with your drawing. Another option is Kivio from KDE. I haven't tried that one and can't say anything about it.
