AFAIK Not with out of the box RH tools under 7.3. However with RH8 you can use LVM during the install and then use the lv tools to resize things. There are utilities out there like Partition Magic which claim to be able to both shrink and/or grow many filesystems (even ext2fs). You might have to use tune2fs to fix your journal afterwards. I'm sure that if you dig hard enough you might find an OpenSource tool that does that type of thing. But for my money I would do a full backup and then resize and restore.
