It is my understanding that using spamd in the default configuration, the local.cf file overrides per user configuration "for speed and efficiency". I believe there are ways to allow per user configuration with spamd (sql database, etc.), but I have not explored them.
I do not know of a way to dynamically view the ruleset, but it may be possible (search for perldoc references in documentation). The standard rule set is listed on their web site at http://www.spamassassin.org/tests.html, but this is probably not what you are looking for.
