As a last resort, fetch it from https://rhn.redhat.com directly.
It is possible to download packages there.

Of course not. Because

  /usr/src/linux-2.4/include/linux/version.h

and

  /usr/include/linux/version.h
  
belong to two different packages.

Just compile your code with -I/usr/src/linux-2.4/include, so that
the compiler picks up the right headers.
