I was unaware of this but it appears from the man page that this requires the use of the unencrypted passwords. Webmin has a funtion to add users in batch and on of the options is to ues the encryped version of the passwords. I used it to load the non system users of a machine that I installed 7.3 on after needing to change the FS to ext3 from xfs.
