Nevermind, I found the solution VIA list archives.  For anyone interested
the release notes provided the solution.  The solution is to add the line
LANG=C in the .bash_profile for the user to change the display.  Man started
working correctly after logging back on.  I wonder why they would make such
a change if the man program doesn't work correctly out of the box.  This was
a fresh new install.

I'm new to the list so I apologize if this has been asked a billion times
but I can't find any mention anywhere else.  From RH8 the man pages display
correctly on its terminal.  However, when I log in from SSH its format
doesn't work quite right.  I get â's all over the place.  None of the
previous versions have this problem and it only shows up on man pages.  I
don't know if it is related but emacs backspace doesn't work as it has on
previous versions.  I have to use delete instead.
