Yes...it's better to create a zone file for the reverse IPs for whatever 
private network that you'll be using.  

Do not set up zone files for zones you aren't actually going to use.  If 
you're going to stick with the 172.16 network, just set up a zone for 
that.  If you're going to use 192.168, set up a zone file for that.  But 
do *not* create extra work for yourself by setting up zone files for IP 
blocks you won't be using.
