Technically, sendmail is one of many MTA's (Mail Transport Agent).
Based on your requirements, an MTA can be configured to handle:

1) inbound and outbound e-mail
2) inbound only
3) outbound only
4) simply act as a gateway to another mail server.

The OP problem was two fold. 

1) sendmail was not configured to accept a connection from a client trying
to send outbound e-mail. 

2) sendmail was not configured to accept inbound e-mail and hand off to a
LDA (local delivery agent) like procmail.
