Yes and no. As I see it, upon login the PAM console module gives the
ownership of devices to a single user and alsos set the permissions,
but doesn't change the group ownership. However, you can can specify
owner, group and permissions for a device when the user logs out
again. So, nothing would stop you from activating group access for
the sound devices by creating a group "ausers" (= audio users),
adding your two users to that group and giving the group proper
permissions in console.perms:

<console>  0660 <sound>      0660 root.ausers
