Since Phoenix is based on Mozilla, I am going to guess that you can't do what you are wanting to do. In the current releases of Mozilla (and I am guessing Phoenix) the browser will only support the mailto links if you are using Mozilla for mail. If you try to use another application, you are out of luck. Sorry.
