As gordon suggested the rpm you probably need is postgresql-tk.  THis is
what I have on a redhat 7.3 box.

[bhughes@compaq3 bhughes]$ rpm -qf `which pgaccess`
postgresql-tk-7.2.1-5


I also have the follwing pacakges installed:


[bhughes@compaq3 bhughes]$ rpm -qa|grep postgres
postgresql-tk-7.2.1-5
postgresql-server-7.2.1-5
postgresql-perl-7.2.1-5
postgresql-devel-7.2.1-5
