Hi,
  There is something called as default=        
option in the grub.conf and lilo.conf file in /etc
directory. You can set the default bootable option as
windows or any linux image you want and the timeout
for the default option. But this default option
persists for subsequent bootings too unless you change
it manually and reboot it. On the other hand, because
of the timeout period of 5 (or 50 seconds) that you
can keep in lilo.conf/grub.conf, you get enough time
to choose which OS to boot. 
   I hope this answers your doubt.
