You don't mention what tool you are using to try to install, but it's safe
for me to guess that you aren't doing this as root. You have to be root,
or "super-user" to install RPM's. Some GUI's do this automatically,
prompting you for a password first.

If it's any help, it's real easy to do it from the command line too.
Become root, and do a "rpm -Uvh /path/to/whatever.rpm" and you are golden.
