You could enable this trafic masquerading the one originated in the LAN with destination 0/0 port 23.

But if you bother having a firewall I guess you`ll want a better security scheme than having one where all the passwords of this telnet sessions travel naked (clear text) all over the internet.

Why don`t you implement ssh to get to those external sites?
