you can resize an ext3 filesystem with parted.

swapoff/swapon handle (de)activation of swap files and partitions. Why
not change from swap file to swap partition? It seems you have plenty of
space for it now...

Data in the swap file? I would strongly suggest you take your system
into single user mode before attepting to resize a filesystem. Even
better, use a bootdisk to have parted run off a RAM drive, so all your
filesystems are unmounted.
