You can try all you want, but your post lacks any relevant content to be of
any use. 

I can't tell...
1) how your running your port scan
2) where your running your port scan from
3) what command your using to scan
4) if your firewall is even linux based
5) network topology
6) if your running samba on your firewall or trying to block smb packets
from the LAN or WAN side. 
7) how you have iptables configured.

FWIW: The netfilter package (iptables) is very flexible in how it can be
configured. You can configure iptables to DENY smb packets on the internet
side of your firewall, but allow these packets on the LAN side of your
firewall. So depending on "where" you run your port scan, you would see
different results (open/closed).
