I just use /sbin/ifup ppp0 or /sbin/ifup <name_of_dialup_connection).

It lacks the fancy GUI, so use the Gnome panel to add a Launcher, and the "Modem Lights". The tricky bit is figuring out how to make sure theese appear on each user's desktop by default.
