I really have not followed this thread, but based on the above, it sounds
like ntpd is not synchronizing with your defined stratum server. 

Couple of things to try:

1) Have you run "ntpq" to see if ntpd is synchronizing with your configured
stratum server in /etc/ntp.conf? Type: ? -- for a full list of commands.
peers is a good starting place. 

2) ntpd should also log any problems in /var/log/messages. Ex: When my DSL
line drops (or comes back up), ntpd will log a line similar to:

 ntpd[726]: Connection re-established to xx.xx.xx.xx
 ntpd[726]: synchronisation lost

BTW: ON my redhat systems, the ntp documentation is located in
/usr/share/doc/ntp* in html format. At least if ntp was loaded from an rpm.
