The website says:

      If you are using the RPM version of webmin, run the command rpm -U
      webmin-1.020-1.noarch.rpm and the install will be done
      automatically to /usr/libexec/webmin, the username set to root and
      the password to your current root password. You should now be
      able to connect to it using the URL http://localhost:10000/ .


That says it's done automatically. I'm not using it now, but that's the
way I remember it, too.
