In absence of further information that might actually shed some light
on this, I believe EL blocks *all* outbound smtp traffic -- except to
their own smtp servers. Not sure if this is the case with all account
types, but pretty sure it is standard fare for residential type
accounts. Maybe this is their complaint??? 

If you haven't mucked with RH's sendmail config, it does not allow
relaying.
