Matthew- I can;t offer any help but if you don;t get any replies here you might want to try the linux-net mailing list
Seems like they moved vger to kernel.org but I forget now it has been so long since I was on that list. A lot of the kernel developers used to hang out on that list. If anyone can help you someone there should be able to.
