"man rpm" would be a good start
and if you're using a gui like gnome or kde there's a few gui apps you can use 
for this purpose.  gnome has ximian's red carpet, and kde has the Kpackage 
manager..  (i think that's what it's called)

typically, i use rpm -ivh Net_SSLeay.pm-1.2.rpm
