Cant comment exactly for RH8, but this is the basic system for G2

System menu layout is determined by files in /etc/gnome-vfs-2.0/vfolders
in my system the files are

applications-all-users               preferences-all-users.vfolder-info
applications-all-users.vfolder-info  server-settings.vfolder-info
applications.vfolder-info-default    start-here.vfolder-info
favorites.vfolder-info               system-settings.vfolder-info
gnome-system.vfolder-info

the key file is applications-all-users.vfolder-info

these files look up key words and directories for .desktop files which
determine menu items

these are kept either in /etc/X11 or /usr/share/applications

In addition user menu entries are kept in ~/.gnome2/vfolders

Not sure whether RH8 includes the 2.0.2 improvements in menu editing
