Well, weird IRQ's aside, it really looks as though you're having a problem with cinik. (The slapper variant I told you guys about a couple days ago) Go into the /tmp directory and do a "ll -a". You'll probably find you have a bunch of hidden (beginning with a ".") files in there with the cinik name in it. If this is the case write back and I will tell you how to remove it from your system. (I don't want to waste everyone's bandwidth if you're not actually infected.)
Anyway, a neighbor table overflow is actually indicating that your ARP cache is full. That is what the kernel code says anyway. So go ahead with that knowledge if cinik isn't the problem.
