It depends on the type of filesystem on which that file stored. For the
usually used filesystems (such as ext2, ext3, vfat) it will be 255
characters.
However, there is some rarely used filesystems, where that length is
much less
(for example 8.3 for msdos, 14 or 30 for minix fs).
