I've wondered the same thing on a few occasions. Maybe it's because mv is easier to use if you're only renaming one file or because there are quite a few programs called rename that all do different things (or the same thing in different ways). When I have a spare hour or two, I'm going to read the man pages in the textutils, fileutils and sh-utils packages. I suspect I'm going to learn a thing or two.
