You mean you can do Access Control (i.e., username/passwd) on
individual files? I cannot make it to work.

I am curious on how you put individual files under some special
directory?  Where do you put the .htaccess and .htpasswd files?
And what are your entries in the httpd.conf file?

I tried putting my .htpasswd under /var/www but it does not help.

If you can make it to work, there must be something I have missed.
