I could be wrong but fat32 partitions (or any fat-type partition for that matter) does not support permissions. The problem is more than likely due to the the permissions on the mount point itself. If your machine is not running in a high-security setup try just settings the permissions of the mount point itself to 777 (e.g. chmod 777 /mnt/win32) and see if you can then write to the partition. If this fixes the problem try editing the fstab line to read something like "/dev/hda3 /mnt/win32 vfat rw " or may be adjust the end to be "defaults,rw" not sure on that one.
