My A4-Tech wheel mouse works fine with adding (or modifying)just 4 lines
in /etc/XF86Config-4 (section "Input Device)

Option "Protocol"               "IMPS/2"
Option "Emulate3Buttons"        "yes"
Option "Buttons"                "5"
Option "ZAxisMapping"           "4 5"
