I wouldn't compare Win95 to Linux - Win95 is not a multitasking, multi-user system and hence has a lot less overhead, so the comparison isn't fair. One thing to keep in mind in general is that Windows tends to preload a lot of stuff on boot-up, hence it seems that the programs load faster, so that could be one of the "problems". As for the rest: Others have given a few hints already, so you could check those. One more thing that comes to my mind is that RHL 7.x runs all missed "cron jobs" (automated system administration tasks that run periodically) on start-up of the system - this can make the machine very slow right after boot-up.
