It is ipchains.  I followed your instructions and discovered upon 
running ipchains -L that my system is set to accept smtp, http,ftp, 
ssh, and telnet (although I have the telnet service disabled in 
xinetd).  There is no mention of IMAP or POP3 there... should there 
be?

Your clue set me off to reading the ipchains HOWTO.  Could I add a 
local chain and put IMAP and POP3 there?

learning new stuff here...  Many thanks for the help.
