Chris, I had a similar problem on a fresh install (not an upgrade) of RH 7.3 on an AMD Athlon 1Ghz machine. Tried reloading from scratch but ran into the same problem. It was not immediate, but while using KDE3 it would eventually freeze up. I could still get to a console to kill the process. It seemed to start with kpanel ceasing to respond and would lock up shortly after that. I ended up just switching to GNOME for my desktop and have not run into the problem since.
My brother runs an AMD Duron 750 and has never run into any problems with RH 7.3/KDE3.
