If you grab the passwd, shadow and group files, that'll list them all. 
Now, I obviously don't know if you have any custom applications that may 
list users differently.  Best bet: tar up the entire /etc directory. 
Also, don't forget about other config files stored outside of /etc (e.g. 
- /usr/local/apache or /usr/local/named, if you use those).

You're missing:

/etc/shadow
/etc/group
