Perhaps. A proxy cache like squid does nothing to improve the speed of
your connection. What it does do is store copies of what was browsed so
that if you (or someone else) goes to the same place the data doesn't
need to tbe fetched again.

If you are the only person involved you're better off just increasing
the size of your browser's cache.

If you have several users to help, then a proxy cache like squid is useful.

If you have sufficient space on your own machine you can install squid
on it (you don't need root access for this if you install it in your own
home directory, for example). Then have all the users concerned use it.

It would help to have a diagram (in ASCII graphics) or a good description
of your network. For example it sounds like you have more than one
connection to the internet, but perhaps I misunderstand.
