Is this with shutdowns and reboots or suspends and resumes intervening?
There was a bug in the suspend/resume code that would set the system clock
incorrectly on resume if the hwclock was set to local time.  That's been
fixed in more recent versions of RHL.

What's in /etc/sysconfig/clock?
