Trying to run KDE plus everything else you mentioned in 16M of RAM will be painfully slow. However, if you want to try it and see how it works, there is an installer available for Red Hat 7.2 and 7.3 that should work in 16M of RAM. The RULE project's "Miniconda" installer consists of modified boot.img files, and an anaconda updates disk.
