To remove these abilities, run the following commands as root: rm -f /etc/security/console.apps/poweroff rm -f /etc/security/console.apps/halt rm -f /etc/security/console.apps/reboot That's what I did on my server, and when a user tries to shutdown, it just logs him out to the machine prompt (I run this machine at boot level 3).
