Are all the IPs on a single system, and on a single physical interface? If so, you probably won't find anything that will give you info based solely on the IP.
However, you could use something like Webalizer, which can break down your http logs, and tell you which sites/IPs have been passing how much traffic. If, on the other hand, you've got separate physical interfaces, or separate boxes, MRTG is still pretty much the way to go.
