So, from ANOTHER machine (ie. the one running outlook trying to connect
to your POP3 server), if you go to a command prompt and type 'telnet
pop3server.mydomain.com 110' (replacing pop3server.mydomain.com with the
FQDN of your POP3 server) you get a response similar to this:

+OK Qpopper (version 4.0.0) at myserver starting.

If you get that far, try sending POP3 commands via the command line.
Like, USER username, PASS password...
