No of course not! ;)

The intent of the page is obviously to frighten or otherwise discourage 
schools that might receive donated machines.

It is true that if the machine is donated, the person donating it can not 
retain the installation media, and then put what would be an illegal copy 
on their new machine. But that isn't the same as saying that the OS must 
remain with the hardware for the life of the machine.

It's all a matter of how the information is presented.

Obviously the intent is to prevent a school that gets a donated machine 
with _no_ OS installed from reaching for the nearest Windows CD and 
installing a non licensed copy of Windows.

Or perhaps the real fear is that they'll reach for the nearest Red Hat 
install media and install that. :)
