The meaning with tcpserver is this: (Correct me if I'm wrong by the way...:))
If you do a netstat -an you see in some cases under Local adress 0.0.0.0 which means that interface will accept/listen on everey ports on your system and is waiting for connections from the whole world. Now, with tcpserver you can specify which ports, cq which interface to use. So this is a great security improvement.
