Actually, the man page says this:

MinQueueAge=timeout
              Sets how long a  job  must  ferment  in  the  queue
              between attempts to send it.


That's not as clear as it could be, but it seems to say that the message
*must* sit in the queue that long before any attempt is made to deliver
it.
